Gardner, Deputy Commissioner for Academic Planning and Policy/Chief Academic Officer, THECB The future economic growth of Texas, especially in the context of a globally developing economy, lies in the development of a well educated workforce. David Gardner will provide a summary of Texas demographics and an update on progress made toward Closing the Gaps by 2015, the state’s higher education plan. |

Brown, Assistant Commissioner for Planning and Accountability, THECB The Higher Education Accountability System is used to track performance on critical measures that exemplify higher education institutions' missions. The Accountability System is modeled on the state's higher education plan, Closing the Gaps by 2015, and has been in place for nearly eight years. Susan Brown will provide an overview of the authority of the Coordinating Board, and an explanation of the data, metrics, analysis, and reports that can be used by higher education leaders to assist them in advancing their institutional missions and moving the State of Texas forward in accomplishing the goals of Closing the Gaps. MacGregor M. Stephenson, Assistant Commissioner for Academic Affairs and Research, THECB MacGregor Stephenson will provide a summary explanation of the review of new and existing degree programs. |

Governing Board members who serve public colleges and universities fulfill their considerable responsibilities in an increasingly complex legal environment. Practitioners of management accounting and financial management have an obligation to the public, their profession, the organization they serve, and themselves, to maintain the highest standards of ethical conduct. In recognition of these obligations, panelists will provide an overview of open meetings and open records in Texas. They also will lead an interactive discussion about effective trusteeship, ethics (including ethical issues in financial management), and the avoidance of conflicts of interest. |
